Place the softened butter in a bowl. Add the regular and vanilla sugars, then beat with a mixer at medium speed until smooth.
Sift flour and baking powder into the whipped butter. Mix.
Beat in the eggs and pour in the room temperature milk. Knead the dough.
Using a pastry bag, fill the capsules with dough.
Bake the cupcakes in an oven preheated to 160 degrees Celsius (325 degrees Fahrenheit) for about 20 minutes. As usual, check for doneness with a wooden skewer.
In a glass, pour starch into water and stir until it dissolves.
Place the cherries in a saucepan and add the sugar. Place over medium heat and cook until the cherries begin to release juice and the sugar dissolves.
Add the diluted starch and cook the cherries until thickened, stirring constantly to prevent the starch from burning.
For the cream, beat the butter until smooth.
Add powdered sugar to the butter and mix.
Add the chilled cream cheese and beat until the mixture is thick and fluffy. It's important not to overbeat the mixture, otherwise the butter will separate, so use a mixer on medium or below medium speed.
Cut out cupcake cores using a knife.
Fill the gaps with cooled cherry filling.
